Webelievethatthisweek''''sarrestshavesignificantlydisruptedthethreat.Yetwecannotbesurethatthethreathasbeeneliminated.Soasaprecaution,onThursday,thefederalgovernmenttookseveralstepstoincreasesecurityatourairportsandaboardourplanes.

First,theDepartmentofHomelandSecurityhasraisedourNation''''sthreatwarningtoCodeRed--thehighestlevel--forflightsfromGreatBritaintoAmerica,incoordinationwithBritishauthorities.Second,we''''veraisedthethreatwarningforalldomesticandinternationalflightslandingintheUnitedStatestoCodeOrange--thesecondhighestlevel.WealsohavesentadditionalfederalairmarshalstoGreatBritaintoprovideextraprotectionaboardflightsfromtheUnitedKingdomtotheUnitedStates.

Thisplotisfurtherevidencethattheterroristswefacearesophisticated,andconstantlychangingtheirtactics.OnSeptemberthe11th,2001,theyusedboxcutterstohijackairplanesandkillthousandsofinnocentpeople.Thistime,webelievetheyplannedtouseliquidexplosivestoblowupplanesinmid-air.Inresponse,we''''veadjustedoursecurityprecautionsbytemporarilybanningmostliquidsascarry-onitemsonplanes.Iknowmanyofyouwillbetravelingduringthisbusysummervacationseason,andIaskforyourpatience,cooperation,andvigilanceinthecomingdays.Theinconveniencesyouwillfaceareforyourprotection,andtheywillgiveustimetoadjustourscreeningprocedurestomeetthecurrentthreat.

Americaisfightingatoughwaragainst世界秘书网版权所有anenemywhoseruthlessnessisclearforalltosee.Theterroristsattempttobringdownairplanesfullofinnocentmen,women,andchildren.TheykillciviliansandAmericanservicemeninIraqandAfghanistan,andtheydeliberatelyhidebehindciviliansinLebanon.Theyareseekingtospreadtheirtotalitarianideology.They''''reseekingtotakeovercountrieslikeAfghanistanandIraqsotheycanestablishsafehavensfromwhichtoattackfreenations.ThesekillersneedtoknowthatAmerica,GreatBritain,andouralliesaredeterminedtodefendourselvesandadvancethecauseofliberty.Withpatience,courage,anduntiringresolve,wewilldefendourfreedom,andwewillwinthewaronterror.
